Super Constitutional authority

Can the Supreme Court arrogate to itself a Super Constitutional authority? Although under Article 142 of the Constitution of India, the Supreme Court has the power to pass any order to do complete justice between the parties, but under Article 226 of the Constitution of India, the High Court does not have any such power.The recent discussion on free distribution of wheat which is rotting in godown but government of India modified as excess quota allotment.
